Change to the rule changes for 2015

BAFA, in response to representations made by several coaches, has decided that the rule on a running clock will now allow competitions to choose to only apply it in the second half of games. This is a revision to Rule 3-3-2.
The BAFA National League has chosen to apply the rule only in the second half of games.
