2009 EXAM


By Wednesday 29th April I have had 36 papers returned. I am acknowledging via e-mail the receipt of papers, if you think that I should have received yours and you hear nothing it may not have reached me (or there may be a problem with your e-mail account). If in doubt please check with me. Papers must be with me by 9th May at the latest. Unless an extension has been granted (only the Director of Training training@bafra.org may grant such an extension) then marks will be deducted for late submission. Once the results are published, no further papers will be accepted whatever the circumstances.


It is mandatory for qualified officials to sit the exam (this also applies to officials who become qualified during the exam period); failure to do so will prevent you from officiating as it will invalidate your insurance. However, I hope that all officials who received the exam will attempt it. It is a good learning experience and will show you where your strengths and weaknesses lie. Individual results (along with the answers) will be posted out after the exam period concludes.

7-MAN MECHANICS

Just a short note of clarification about what the deep officials should be doing in a field goal or PAT situation on a 7-man crew.

If the SJ is in double umpire position and it is a fake or broken play, he should stay in as the second umpire. The officials under the posts (BJ and FJ) should split out towards the end line pylons.


If the SJ starts on the goal line (i.e. the FG attempt is from outside the 5) and it is a fake or broken play, the SJ remains on the goal line (unless a pass is thrown into the end zone), the BJ stays put in the middle of the end line, and the FJ heads to his corner of the end line and side line. That gives a good balanced formation of the 3 deep officials.

TACKLE BOX AND POCKET

New rule 9-1-2-p (prohibiting horse-collar tackles) says "does not apply to a runner who is inside the tackle box or to a quarterback who is in the pocket". What is the tackle box and the pocket?

Neither is defined in the rules, but I think the appropriate interpretation is to regard them both as the same as the box defined in Rule 7-3-2 (intentional grounding). This says "It is not a foul when the passer, who is or has been outside the frame of the body of the normal tackle position toward a sideline, ..." In other words, the tackle box and pocket extend to the outside shoulders of the tackles in their normal position.

The kick off was delayed by 47 minutes owing to the late arrival of the ambulance. There was only one set of goalposts, both coaches agreed to play on the understanding that if a field goal or 1 point try was to be attempted then that down would be played towards the goalposts. This did not unduly affect the game as it happened only once during the game in the first quarter

Game was played at Faversham Recreation Ground/Rugby Club. Parking is at a premium. Changing rooms could not be locked (we used changing rooms in larger of two buildings and took bags out to the field). No numbers or nine yard marks. Field markings in blue but quite visible.
