BAFRA STATEMENT ON 2010 FIXTURES


BAFRA continues to actively monitor the discussions taking place between BAFA and BAFL directors over BAFL's withdrawal (or threat of withdrawal) from the National Governing Body. We trust that a resolution will be reached that will allow all clubs to play a full season this year.


Because of the nature of BAFA membership, players and coaches associated with BAFL-member clubs will remain members of BAFA until at least 31st March 2010.


Beyond 31st March, BAFRA is happy to accept fixture notifications from teams and organisations. However this is conditional upon the teams and organisations still being BAFA members beyond that date. To be completely clear, this means that any team competing in a non-BAFA-affiliated competition after 31st March 2010 will need to seek officiating crews from the appropriate officiating body for that competition.


As stated before, if any BAFRA member has a question about this, please contact one of the directors. If anyone outside BAFRA has any questions, please contact the President. Be assured that all questions will be answered as openly as possible.

FINANCIAL MATTERS


Will all crews be aware that a request for payment must be completed for all games when payment is not made on the day. This INCLUDES Prepay teams. I cannot pay any fees unless it is filled in.


I also can not pay your expenses on time if the game day paperwork doesn't arrive the same week as the game. If you do not receive payment then it is normally because the paperwork has not been submitted. Please ensure the referee on your game completes the paperwork, or arrange to do it yourself!


Note that Canterbury are now prepay for next home game.


Hotel rooms for the convention need to be paid for by the 28th Feb, please send cheques to BAFRA Ltd at 89 Smithfield Road, Uttoxeter, ST14 7LD. Note that this is the address for all payments. All cheques sent already will be cashed on Friday 19th Feb.

ASSIGNMENTS


In case you may have missed the emails I have placed the latest assignments on the web page. There are games being played at Leeds Carnegie on March 5th (Friday) and at Liverpool on March 6th (Saturday). If anyone can help with these games please let me know asap.


Games for March the 7th are still waiting to be confirmed. I will ensure that these games are assigned crews by Sunday 28th at the latest. I apologise for the inconvenience but I need further confirmations from the league before I can assign crews. I also suspect that the weather may have a bearing this coming weekend which may in turn add further complications for the league. I appreciate your patience.

The roster provided by Aces contained the names and BAFA registration numbers of the players but omitted the squad numbers – this omission was only noticed after the game had ended.

Game played on a soccer pitch with soccer goals and soccer markings. As there were no uprights no kicks were made after touchdowns or field goals. No numbers, nine yard lines, NFL hash marks and the team areas were inadequately marked. Due to the late arrival of the visiting team, the game started 30 mins late to allow players to warm up. Played 15min first and second quarters. 12min third and fourth quarters. Special praise for the cheerleader chain crew.

50% of all lines on the field were extremely faint. 80 yard field, no hashmarks in bounds or at sidelines. Team areas marked with cones (no lines). Goals leaned over at an angle. Cones used for line markers and hashmarks at the perimeter. Changing room small, cluttered and dirty.

Game played at Kent University as the normal field was unplayable. Field extremely muddy and by end of game virtually no grass remained between the inbounds lines! Inbounds lines at kickoff were uneven in their distance from the sidelines.

Game kicked off 20 minutes late due to late arrival of officials' assistants. 2 members of chain crew changed at half time. Crew not paid and should have been. However game quite enjoyable despite the very cold weather and muddy field.

Bangor Muddogs

Due to their regular pitch being waterlogged, Bangor had to play on a artificial pitch at another part of the University. The pitch was hastily marked out and had wonky lines, no 5 yd lines and two sidelines did not extend to the endzone at one end. The endzones were 7 yds in length, there were no posts so no field goal kicks were permitted. There were hash marks on the sideline and in inbounds but no 9 yd markings. Despite having received an invoice prior to the game, the officials were not paid as the AU President had disappeared before the game ended.


Bangor have stated that they hope to move to their grass pitch once the weather allows them to. In the meantime, they will address their current pitch issues brought to their attention by the crew.

No solid yardage lines apart from goal lines, only extended hashmarks every 10 yards. No team areas on either sideline; improvised barrier to keep non-players out on home team sideline. Goalposts lashed to fence surrounding field and set back from end line. Changing rooms locked and no key available at both half-time and full-time. Chain crew and ballpersons changed at half-time necessitating delay to second-half kickoff whilst new chain crew were trained. Crew not paid.

The game was scheduled to be played an an all weather astro-turf pitch which had in the days leading up to the game been deemed playable. On the day of the game there was confusion between the two teams and the groundsmen as to the playability of the pitch and the markings of an alternative pitch. As a result of this the game was not played. The officials were paid for their time.

The game was played at Southampton Rugby Club and the changing room provided was small. There was not enough room to hold a pregame and so we moved to the Rugby Club bar and held it there. The field was 80 yards long and was marked every ten yards. There were no clearly marked team area.

The ambulance was 55 minutes late arriving. The game did not begin until then and was played with 12 minute quarters.

This game was played at Filton which has only one set of goal posts consisting of white tubing strapped to the wire fence. A kick dislodged the tubing so the game was suspended whilst the tubing was strapped upright again.

Play: Team A's punt is first touched by A88, then picked up by B45, who runs five yards and fumbles. A22 picks up the fumble and scores. During A22's run, B75 holds.
Ruling? Five and 10 yard penalties are not administered on the try. Team B's foul is declined by rule. The ball belongs to Team B at the spot of the illegal touching. 9-3-3-b-1, 10-2-2-g-1, 6-3-2-b, A.R. 6-3-2-V. COMMENT: Rule 10-2-2-g-1 is not applicable. B75's foul is not a personal foul. If B75 fouled during B45's run, Team A may want to accept the penalty if the penalty takes the ball behind the spot of the illegal touching.
